全國危險化學品安全風險集中治理方案

危險(xian)化學(xue)(xue)品涉及行業領域廣(guang)、鏈條長,安(an)全(quan)風險(xian)大(da)、治理任務(wu)重。黨中(zhong)央、國(guo)務(wu)院(yuan)高度重視,習近平總書記多次(ci)作(zuo)出重要批示,最(zui)近又專(zhuan)門(men)作(zuo)出重要指示。為(wei)認真抓好(hao)貫(guan)徹落實,有(you)效防(fang)范化解危險(xian)化學(xue)(xue)品重大(da)安(an)全(quan)風險(xian),保障(zhang)人民群眾生(sheng)(sheng)命財(cai)產安(an)全(quan)和(he)社會穩定(ding),按照黨中(zhong)央、國(guo)務(wu)院(yuan)領導同志批示要求,結合深入貫(guan)徹落實中(zhong)共中(zhong)央辦公(gong)廳、國(guo)務(wu)院(yuan)辦公(gong)廳《關于全(quan)面加強危險(xian)化學(xue)(xue)品安(an)全(quan)生(sheng)(sheng)產工作(zuo)的意見》(以(yi)下簡(jian)稱(cheng)兩辦《意見》)和(he)國(guo)務(wu)院(yuan)安(an)委(wei)會《全(quan)國(guo)安(an)全(quan)生(sheng)(sheng)產專(zhuan)項(xiang)整治三(san)年(nian)行動計(ji)劃》(以(yi)下簡(jian)稱(cheng)《三(san)年(nian)行動計(ji)劃》),制(zhi)定(ding)本方案(an)。


一(yi)、總體要求

以(yi)習近(jin)平新(xin)時(shi)代(dai)中(zhong)(zhong)國特(te)(te)色社會主義思想為指導,深(shen)入(ru)貫(guan)徹(che)習近(jin)平總書記關于(yu)安(an)全生(sheng)(sheng)產重(zhong)要論(lun)述,堅(jian)(jian)(jian)持(chi)人(ren)民至(zhi)上、生(sheng)(sheng)命至(zhi)上,強(qiang)化(hua)底線思維和紅線意(yi)識(shi),統籌好(hao)發(fa)(fa)(fa)展和安(an)全,深(shen)入(ru)分析研判、緊緊扭住(zhu)抓牢貫(guan)徹(che)落實(shi)(shi)兩(liang)辦(ban)《意(yi)見(jian)》和《三年(nian)(nian)行動(dong)計劃》過程中(zhong)(zhong)發(fa)(fa)(fa)現的突(tu)出矛(mao)盾以(yi)及國內外典型事故(gu)暴(bao)露出的重(zhong)大風(feng)險隱患(huan)(huan),全面調動(dong)各(ge)方力量(liang),利(li)用一(yi)年(nian)(nian)時(shi)間(jian)集中(zhong)(zhong)治理(li),進一(yi)步(bu)推動(dong)各(ge)地區、各(ge)有關部門(men)和單位(wei)樹牢安(an)全發(fa)(fa)(fa)展理(li)念,加大安(an)全投入(ru),壓實(shi)(shi)安(an)全責任(ren),堅(jian)(jian)(jian)持(chi)嚴格監管執法與強(qiang)化(hua)信息技術支撐并重(zhong),完善危(wei)險化(hua)學(xue)品安(an)全風(feng)險防(fang)范化(hua)解工作(zuo)機制,務必做(zuo)到重(zhong)大風(feng)險隱患(huan)(huan)排查見(jian)底、防(fang)范治理(li)措施落實(shi)(shi)到位(wei),真正從根(gen)(gen)本上消(xiao)除事故(gu)隱患(huan)(huan)、從根(gen)(gen)本上解決問(wen)題,切實(shi)(shi)把確保人(ren)民生(sheng)(sheng)命安(an)全放在第一(yi)位(wei)落到實(shi)(shi)處(chu),堅(jian)(jian)(jian)決防(fang)范遏制危(wei)險化(hua)學(xue)品重(zhong)特(te)(te)大事故(gu),為迎(ying)接黨的二(er)十大勝利(li)召開營(ying)造安(an)全穩(wen)定環境。


二、重(zhong)點治理(li)的突出問題(ti)和重(zhong)大(da)安全風(feng)險

各(ge)地區、各(ge)有關(guan)部門和單(dan)位要認真梳(shu)理兩辦《意見》和《三年行動計(ji)劃》重(zhong)點任務落實(shi)情(qing)況,深刻吸取(qu)(qu)典型事故(gu)教訓,采取(qu)(qu)有針對性措(cuo)施,對照以下(xia)兩大(da)類突出問題和四(si)個環節的重(zhong)大(da)安(an)全風(feng)險進(jin)行重(zhong)點排查(cha)。


(一(yi))安(an)(an)全(quan)(quan)(quan)(quan)發(fa)展理念不(bu)(bu)(bu)牢(lao)問題。一(yi)是(shi)學習貫徹習近(jin)平總書(shu)記關(guan)于安(an)(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產重(zhong)(zhong)要論(lun)述不(bu)(bu)(bu)深(shen)入不(bu)(bu)(bu)扎實(shi),沒(mei)有(you)分(fen)析研判(pan)本地(di)(di)(di)區(qu)危(wei)險(xian)(xian)化(hua)(hua)(hua)(hua)學品重(zhong)(zhong)大安(an)(an)全(quan)(quan)(quan)(quan)風(feng)險(xian)(xian),對新情況(kuang)(kuang)、新問題不(bu)(bu)(bu)了解、不(bu)(bu)(bu)掌握。二是(shi)沒(mei)有(you)統籌好發(fa)展和(he)安(an)(an)全(quan)(quan)(quan)(quan)兩(liang)件(jian)大事(shi)(shi),只重(zhong)(zhong)發(fa)展不(bu)(bu)(bu)顧安(an)(an)全(quan)(quan)(quan)(quan),在不(bu)(bu)(bu)具備條件(jian)的(de)情況(kuang)(kuang)下盲(mang)目發(fa)展高危(wei)工(gong)(gong)(gong)藝(yi)的(de)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)項目,淘汰(tai)落后生(sheng)(sheng)產能力(li)(li)、推(tui)動(dong)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)產業(ye)(ye)(ye)升(sheng)級措(cuo)施(shi)不(bu)(bu)(bu)力(li)(li)、進(jin)展遲緩。三(san)是(shi)源頭治(zhi)理不(bu)(bu)(bu)嚴(yan)不(bu)(bu)(bu)實(shi),化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)產業(ye)(ye)(ye)轉移(yi)安(an)(an)全(quan)(quan)(quan)(quan)風(feng)險(xian)(xian)在一(yi)些(xie)地(di)(di)(di)區(qu)加速集聚,風(feng)險(xian)(xian)管(guan)控能力(li)(li)不(bu)(bu)(bu)足,導(dao)致(zhi)事(shi)(shi)故多(duo)發(fa),近(jin)一(yi)年全(quan)(quan)(quan)(quan)國發(fa)生(sheng)(sheng)的(de)12起化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)較大事(shi)(shi)故中有(you)7起發(fa)生(sheng)(sheng)在異地(di)(di)(di)轉移(yi)企(qi)(qi)(qi)業(ye)(ye)(ye)。一(yi)些(xie)地(di)(di)(di)區(qu)沒(mei)有(you)對危(wei)險(xian)(xian)化(hua)(hua)(hua)(hua)學品企(qi)(qi)(qi)業(ye)(ye)(ye)全(quan)(quan)(quan)(quan)面開展安(an)(an)全(quan)(quan)(quan)(quan)分(fen)類整治(zhi),非法(fa)違(wei)法(fa)“小(xiao)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)”整治(zhi)不(bu)(bu)(bu)認(ren)真不(bu)(bu)(bu)徹底(di)。四是(shi)安(an)(an)全(quan)(quan)(quan)(quan)投入不(bu)(bu)(bu)足,一(yi)些(xie)地(di)(di)(di)區(qu)涉及“兩(liang)重(zhong)(zhong)點(dian)一(yi)重(zhong)(zhong)大”(重(zhong)(zhong)點(dian)監管(guan)的(de)危(wei)險(xian)(xian)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)工(gong)(gong)(gong)藝(yi)、重(zhong)(zhong)點(dian)監管(guan)的(de)危(wei)險(xian)(xian)化(hua)(hua)(hua)(hua)學品和(he)危(wei)險(xian)(xian)化(hua)(hua)(hua)(hua)學品重(zhong)(zhong)大危(wei)險(xian)(xian)源)的(de)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)企(qi)(qi)(qi)業(ye)(ye)(ye)沒(mei)有(you)按期完成泄漏檢(jian)測報警、緊急切斷、自(zi)動(dong)化(hua)(hua)(hua)(hua)控制和(he)安(an)(an)全(quan)(quan)(quan)(quan)儀表系統的(de)裝備使用,自(zi)動(dong)消(xiao)防(fang)設施(shi)功能失靈,消(xiao)防(fang)基礎設施(shi)設備及管(guan)道老化(hua)(hua)(hua)(hua)。五是(shi)應急處置力(li)(li)量不(bu)(bu)(bu)足,部(bu)分(fen)大型企(qi)(qi)(qi)業(ye)(ye)(ye)未按要求建(jian)(jian)設企(qi)(qi)(qi)業(ye)(ye)(ye)專職消(xiao)防(fang)隊(dui)(dui),部(bu)分(fen)企(qi)(qi)(qi)業(ye)(ye)(ye)沒(mei)有(you)建(jian)(jian)設相關(guan)工(gong)(gong)(gong)藝(yi)處置隊(dui)(dui)和(he)應急處置隊(dui)(dui)。


(二)安(an)(an)(an)全(quan)生產責任(ren)(ren)不(bu)(bu)落實(shi)(shi)問(wen)題(ti)。一(yi)(yi)(yi)是(shi)安(an)(an)(an)全(quan)監(jian)管執法力(li)量薄(bo)弱,一(yi)(yi)(yi)些危(wei)險化(hua)(hua)(hua)學品(pin)重(zhong)點(dian)地區沒有(you)按照兩辦《意(yi)見(jian)》要(yao)(yao)求(qiu)配(pei)齊配(pei)強專業(ye)執法力(li)量,危(wei)險化(hua)(hua)(hua)學品(pin)安(an)(an)(an)全(quan)監(jian)管執法人(ren)員中具有(you)相關專業(ye)學歷、職(zhi)(zhi)業(ye)資格(ge)和(he)實(shi)(shi)踐經驗的不(bu)(bu)到三分之一(yi)(yi)(yi),不(bu)(bu)懂不(bu)(bu)會的問(wen)題(ti)沒有(you)得到根(gen)本改變(bian)。二是(shi)按照“三個(ge)必須” 要(yao)(yao)求(qiu)已經明確的部(bu)門安(an)(an)(an)全(quan)監(jian)管責任(ren)(ren)落實(shi)(shi)不(bu)(bu)到位(wei),甚至(zhi)有(you)的將自身(shen)的業(ye)務工作(zuo)與安(an)(an)(an)全(quan)割裂開來,安(an)(an)(an)全(quan)風(feng)險因素考慮不(bu)(bu)足,導(dao)致漏管失控(kong)(kong)。三是(shi)一(yi)(yi)(yi)些企(qi)業(ye)安(an)(an)(an)全(quan)生產和(he)消防(fang)(fang)安(an)(an)(an)全(quan)主體責任(ren)(ren)不(bu)(bu)落實(shi)(shi),風(feng)險辨識和(he)管控(kong)(kong)制度執行不(bu)(bu)嚴,未(wei)(wei)按規定配(pei)備(bei)化(hua)(hua)(hua)工專業(ye)技術團隊(dui)、高(gao)風(feng)險崗位(wei)操作(zuo)人(ren)員和(he)消防(fang)(fang)控(kong)(kong)制室值班(ban)人(ren)員,安(an)(an)(an)全(quan)責任(ren)(ren)落實(shi)(shi)不(bu)(bu)到基層班(ban)組,一(yi)(yi)(yi)些重(zhong)大危(wei)險源(yuan)包保責任(ren)(ren)人(ren)只(zhi)掛名不(bu)(bu)履職(zhi)(zhi),一(yi)(yi)(yi)些消防(fang)(fang)控(kong)(kong)制室值班(ban)人(ren)員未(wei)(wei)取得自動消防(fang)(fang)設施操作(zuo)員證。四是(shi)信息化(hua)(hua)(hua)監(jian)控(kong)(kong)手(shou)段嚴重(zhong)滯后,一(yi)(yi)(yi)些化(hua)(hua)(hua)工園區和(he)企(qi)業(ye)對重(zhong)大危(wei)險源(yuan)、重(zhong)點(dian)場(chang)所、基礎設施等(deng)沒有(you)建(jian)立完善的安(an)(an)(an)全(quan)風(feng)險在線(xian)監(jian)測預警系統(tong),相關部(bu)門之間存在數(shu)據(ju)壁(bi)壘(lei)和(he)信息孤島,尚(shang)未(wei)(wei)建(jian)立貫(guan)通危(wei)險化(hua)(hua)(hua)學品(pin)全(quan)生命周(zhou)期的信息化(hua)(hua)(hua)系統(tong),更未(wei)(wei)實(shi)(shi)現區域聯網。


(三)生產儲(chu)存(cun)(cun)環節重大(da)(da)安(an)(an)(an)全(quan)(quan)(quan)風(feng)(feng)(feng)險(xian)。一(yi)(yi)(yi)是一(yi)(yi)(yi)些精細化工(gong)企業(ye)(ye)沒有按要(yao)求開展反應安(an)(an)(an)全(quan)(quan)(quan)風(feng)(feng)(feng)險(xian)評估,部(bu)(bu)分涉及高危工(gong)藝(yi)的(de)生產裝置未(wei)實現全(quan)(quan)(quan)流程自動化控(kong)(kong)制(zhi),操作(zuo)人(ren)員專業(ye)(ye)能(neng)力(li)資質(zhi)不(bu)(bu)(bu)達標(biao)。二是高危工(gong)藝(yi)和特別管(guan)控(kong)(kong)危險(xian)化學(xue)(xue)品(pin)企業(ye)(ye)安(an)(an)(an)全(quan)(quan)(quan)設(she)(she)(she)(she)計水(shui)平低,風(feng)(feng)(feng)險(xian)隱患排查治理不(bu)(bu)(bu)徹底,常態(tai)化風(feng)(feng)(feng)險(xian)管(guan)控(kong)(kong)機制(zhi)缺(que)失(shi)。三是一(yi)(yi)(yi)些化工(gong)企業(ye)(ye)老舊裝置數量多(duo),壓力(li)容器管(guan)道安(an)(an)(an)全(quan)(quan)(quan)風(feng)(feng)(feng)險(xian)增(zeng)(zeng)大(da)(da),預防(fang)(fang)性維護和常態(tai)化監(jian)測監(jian)控(kong)(kong)措(cuo)施(shi)跟不(bu)(bu)(bu)上,腐蝕泄漏風(feng)(feng)(feng)險(xian)增(zeng)(zeng)大(da)(da)。四(si)是一(yi)(yi)(yi)些地(di)方化學(xue)(xue)品(pin)儲(chu)罐區缺(que)乏科學(xue)(xue)規(gui)劃,企業(ye)(ye)無證儲(chu)存(cun)(cun)、超(chao)(chao)許可(ke)范圍儲(chu)存(cun)(cun)、邊(bian)建設(she)(she)(she)(she)邊(bian)儲(chu)存(cun)(cun),安(an)(an)(an)全(quan)(quan)(quan)設(she)(she)(she)(she)施(shi)與(yu)消(xiao)防(fang)(fang)應急設(she)(she)(she)(she)施(shi)不(bu)(bu)(bu)完(wan)善;一(yi)(yi)(yi)些地(di)方化工(gong)儲(chu)存(cun)(cun)設(she)(she)(she)(she)施(shi)分布廣、總量多(duo)、單罐儲(chu)量大(da)(da),超(chao)(chao)大(da)(da)型化工(gong)儲(chu)存(cun)(cun)設(she)(she)(she)(she)施(shi)安(an)(an)(an)全(quan)(quan)(quan)風(feng)(feng)(feng)險(xian)聚集。五(wu)是部(bu)(bu)分國家石(shi)油(you)儲(chu)備庫等(deng)大(da)(da)型油(you)氣儲(chu)存(cun)(cun)基(ji)地(di)本質(zhi)安(an)(an)(an)全(quan)(quan)(quan)水(shui)平低,緊急切斷、氣體檢測、視頻監(jian)控(kong)(kong)、雷電預警“四(si)個系統(tong)”不(bu)(bu)(bu)完(wan)善,一(yi)(yi)(yi)些基(ji)地(di)外部(bu)(bu)安(an)(an)(an)全(quan)(quan)(quan)距(ju)離(li)不(bu)(bu)(bu)達標(biao),防(fang)(fang)火設(she)(she)(she)(she)施(shi)不(bu)(bu)(bu)達標(biao),消(xiao)防(fang)(fang)應急救援能(neng)力(li)不(bu)(bu)(bu)足。六是一(yi)(yi)(yi)些超(chao)(chao)過設(she)(she)(she)(she)計使用年(nian)限(xian)的(de)海洋(yang)石(shi)油(you)生產設(she)(she)(she)(she)施(shi),未(wei)經安(an)(an)(an)全(quan)(quan)(quan)評估仍在服役,對(dui)增(zeng)(zeng)儲(chu)上產帶來的(de)安(an)(an)(an)全(quan)(quan)(quan)風(feng)(feng)(feng)險(xian)管(guan)控(kong)(kong)措(cuo)施(shi)不(bu)(bu)(bu)到位。


(四)交通運(yun)輸環節重大(da)安(an)全風險(xian)(xian)。一是(shi)(shi)非法托(tuo)運(yun)、違法運(yun)輸危(wei)(wei)險(xian)(xian)化(hua)學(xue)品(pin)問(wen)題(ti)(ti)屢禁不(bu)止,常壓液體(ti)危(wei)(wei)險(xian)(xian)貨物罐車(che)罐體(ti)不(bu)達(da)標、“帶病運(yun)行(xing)(xing)”等(deng)(deng)問(wen)題(ti)(ti)突出。二是(shi)(shi)源頭充裝(zhuang)查驗(yan)、特定時段(duan)(duan)禁行(xing)(xing)、重點路(lu)段(duan)(duan)巡查管(guan)控(kong)(kong)、高速(su)公路(lu)服務(wu)區(qu)車(che)輛(liang)(liang)臨(lin)時停放管(guan)理等(deng)(deng)制(zhi)度執行(xing)(xing)不(bu)嚴(yan)。三是(shi)(shi)危(wei)(wei)險(xian)(xian)化(hua)學(xue)品(pin)車(che)輛(liang)(liang)專用(yong)停車(che)場建(jian)設(she)進(jin)展遲緩(huan),車(che)輛(liang)(liang)動態(tai)監(jian)控(kong)(kong)質量有(you)(you)待進(jin)一步提升(sheng)。四是(shi)(shi)少數危(wei)(wei)險(xian)(xian)化(hua)學(xue)品(pin)港口企業(ye)儲存作業(ye)風險(xian)(xian)辨識管(guan)控(kong)(kong)不(bu)夠嚴(yan)格;危(wei)(wei)險(xian)(xian)化(hua)學(xue)品(pin)水(shui)路(lu)運(yun)輸還存在超(chao)范圍經營、謊報(bao)瞞(man)報(bao)貨物種類問(wen)題(ti)(ti)。五是(shi)(shi)油氣長輸管(guan)道(dao)缺乏(fa)常態(tai)化(hua)隱患(huan)排查治理機制(zhi),高后果區(qu)、地質災(zai)害多(duo)發(fa)區(qu)安(an)全風險(xian)(xian)防(fang)控(kong)(kong)措(cuo)施(shi)落(luo)實不(bu)到位(wei)。六是(shi)(shi)部分托(tuo)運(yun)單位(wei)不(bu)落(luo)實安(an)全生(sheng)產主體(ti)責任,委(wei)托(tuo)不(bu)具備危(wei)(wei)險(xian)(xian)化(hua)學(xue)品(pin)運(yun)輸資(zi)質的(de)企業(ye)和車(che)輛(liang)(liang)承運(yun)、不(bu)按規定裝(zhuang)載危(wei)(wei)險(xian)(xian)化(hua)學(xue)品(pin)等(deng)(deng)現象時有(you)(you)發(fa)生(sheng)。


(五)廢(fei)(fei)棄處(chu)置(zhi)環節重大安(an)全(quan)(quan)風險(xian)。一是一些企(qi)業未嚴格落實相關法(fa)律(lv)制度,鑒別(bie)鑒定不及(ji)時,不主(zhu)動申(shen)報,非法(fa)轉移、傾(qing)倒(dao)、處(chu)置(zhi)等違法(fa)行(xing)為時有發生;涉及(ji)廢(fei)(fei)棄危(wei)(wei)險(xian)化學(xue)品等危(wei)(wei)險(xian)廢(fei)(fei)物(wu)的貯存和處(chu)置(zhi)設施未經安(an)全(quan)(quan)評(ping)估。二是一些地(di)區部門協同(tong)監管不到位,多部門聯合會商督辦、信息共享、聯合執法(fa)工作機制不健(jian)全(quan)(quan)。三是部分危(wei)(wei)險(xian)化學(xue)品廢(fei)(fei)棄處(chu)置(zhi)存在短板,如(ru)硝(xiao)基(ji)類(lei)危(wei)(wei)險(xian)化學(xue)品廢(fei)(fei)棄后處(chu)置(zhi)能力(li)不足。


(六)化(hua)(hua)工(gong)園(yuan)(yuan)(yuan)區(qu)重大安全風險。一是(shi)(shi)尚有(you)60個化(hua)(hua)工(gong)園(yuan)(yuan)(yuan)區(qu)未完成評估分級,個別省(sheng)份甚至仍未按要求認定(ding)公布化(hua)(hua)工(gong)園(yuan)(yuan)(yuan)區(qu)。二是(shi)(shi)一些化(hua)(hua)工(gong)園(yuan)(yuan)(yuan)區(qu)功能定(ding)位不(bu)清,缺(que)少主導產業,企(qi)(qi)業無序聚集(ji)成園(yuan)(yuan)(yuan)、因企(qi)(qi)設園(yuan)(yuan)(yuan);功能分區(qu)不(bu)合理,部分園(yuan)(yuan)(yuan)區(qu)存(cun)在勞動密集(ji)型(xing)企(qi)(qi)業,有(you)的還有(you)居民區(qu)。三是(shi)(shi)園(yuan)(yuan)(yuan)區(qu)一體化(hua)(hua)管理水平(ping)不(bu)高,多(duo)數(shu)園(yuan)(yuan)(yuan)區(qu)沒(mei)有(you)實施(shi)封閉化(hua)(hua)管理,專(zhuan)用停車(che)場、信息化(hua)(hua)平(ping)臺、實訓基(ji)地等基(ji)礎設施(shi)不(bu)完善,消防(fang)救援力量(liang)薄弱。四是(shi)(shi)不(bu)少化(hua)(hua)工(gong)園(yuan)(yuan)(yuan)區(qu)沒(mei)有(you)安全管理機構,園(yuan)(yuan)(yuan)區(qu)專(zhuan)業監管人(ren)員數(shu)量(liang)不(bu)足、結構不(bu)合理,與監管任務(wu)不(bu)相(xiang)匹配。


三、完善重點保障(zhang)制度措施

(一)強化統籌(chou)協調(diao)和(he)監管(guan)責任落實。

1.加(jia)強(qiang)危(wei)險(xian)(xian)化(hua)學(xue)品(pin)(pin)安(an)(an)(an)全監管統籌(chou)協(xie)調,國(guo)(guo)(guo)務(wu)(wu)院安(an)(an)(an)委會下設(she)危(wei)險(xian)(xian)化(hua)學(xue)品(pin)(pin)安(an)(an)(an)全專(zhuan)(zhuan)業(ye)委員(yuan)會,由應(ying)急(ji)管理部(bu)、國(guo)(guo)(guo)家(jia)發展改革委、工業(ye)和信息化(hua)部(bu)、公安(an)(an)(an)部(bu)、財政部(bu)、交通運(yun)輸(shu)部(bu)、生(sheng)態環境部(bu)、國(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)資委、市場監管總局、國(guo)(guo)(guo)家(jia)能(neng)源局作(zuo)為成(cheng)員(yuan)單位(wei),協(xie)調解(jie)決危(wei)險(xian)(xian)化(hua)學(xue)品(pin)(pin)安(an)(an)(an)全重(zhong)大問題。成(cheng)立危(wei)險(xian)(xian)化(hua)學(xue)品(pin)(pin)安(an)(an)(an)全專(zhuan)(zhuan)業(ye)委員(yuan)會專(zhuan)(zhuan)家(jia)組(zu)(zu),為危(wei)險(xian)(xian)化(hua)學(xue)品(pin)(pin)安(an)(an)(an)全風險(xian)(xian)防控工作(zuo)提供(gong)建議。未設(she)置專(zhuan)(zhuan)業(ye)委員(yuan)會和專(zhuan)(zhuan)家(jia)組(zu)(zu)的重(zhong)點化(hua)工地(di)區應(ying)參照設(she)置。(國(guo)(guo)(guo)務(wu)(wu)院安(an)(an)(an)委會辦公室、各地(di)安(an)(an)(an)委會負責)

3.全(quan)面落(luo)實《地方(fang)黨政領導干部安(an)全(quan)生產責任(ren)(ren)制(zhi)規定》,省、市、縣將危險(xian)化(hua)學品重大安(an)全(quan)風險(xian)防(fang)控任(ren)(ren)務(wu)明確落(luo)實到責任(ren)(ren)人,制(zhi)定工作(zuo)職責清(qing)單和年度任(ren)(ren)務(wu)清(qing)單。(地方(fang)各級黨委政府負責)


4.各地(di)區(qu)研究出(chu)臺具體措(cuo)施,強(qiang)化(hua)危險(xian)化(hua)學(xue)品重點市(shi)縣、儲存量大的(de)港(gang)區(qu),以及各類(lei)開發(fa)區(qu),特別是內(nei)設(she)化(hua)工園區(qu)的(de)開發(fa)區(qu)危險(xian)化(hua)學(xue)品安全監管職責,落實落細監管執(zhi)(zhi)法責任(ren),配齊配強(qiang)專業執(zhi)(zhi)法力量,建立完善與區(qu)域(yu)發(fa)展相適應的(de)危險(xian)化(hua)學(xue)品安全監管工作體系。(地(di)方各級黨委政府(fu)負(fu)責)


(二)提升本質(zhi)安全水(shui)平。

5.制定出臺《危險(xian)化(hua)學(xue)品生(sheng)產建設項目(mu)安(an)全風險(xian)防(fang)控(kong)指南》,開展危險(xian)化(hua)學(xue)品產業轉移安(an)全風險(xian)防(fang)控(kong)專(zhuan)項整治(zhi)。(應(ying)急管(guan)理部(bu)牽頭,工業和信息化(hua)部(bu)配合,地(di)方各級(ji)安(an)委會(hui)負責落實,以下均需(xu)地(di)方各級(ji)安(an)委會(hui)落實,不再(zai)列(lie)出)


6.全(quan)面落實石油儲備庫等大型油氣儲存基地(di)“一(yi)庫一(yi)策”整(zheng)改方案,開展本質安(an)全(quan)提升(sheng)專項(xiang)整(zheng)治,建立(li)安(an)全(quan)風險(xian)評估長效(xiao)機制(zhi)。(應急管(guan)理部、交通運(yun)輸部、國家糧食和儲備局(ju)分工負責)


7.防控(kong)高(gao)危(wei)細分(fen)領域(yu)安(an)全風險,對硝酸(suan)銨、硝化(hua)(hua)、光氣化(hua)(hua)、氟化(hua)(hua)、有(you)機硅等企(qi)業(ye)開展(zhan)專(zhuan)項整治(zhi)問題落實情況(kuang)“回頭看”,組織開展(zhan)苯乙(yi)烯、丁二烯、重(zhong)氮化(hua)(hua)等企(qi)業(ye)專(zhuan)項治(zhi)理,分(fen)領域(yu)制定安(an)全風險管控(kong)標準。(應急管理部負責)


8.開展危險(xian)化學品生產企業(ye)老(lao)舊(jiu)裝(zhuang)置安全(quan)風險(xian)評估,實施(shi)分類整治(zhi),加(jia)強老(lao)舊(jiu)裝(zhuang)置安全(quan)運行監(jian)(jian)控,分步完成老(lao)舊(jiu)消防設施(shi)改造(zao),建立長周(zhou)期(qi)安全(quan)運行的技(ji)術保障體(ti)系。(應急管理部(bu)牽頭,工(gong)業(ye)和(he)信(xin)息化部(bu)、住房城鄉建設部(bu)、市(shi)場監(jian)(jian)管總局配合)


9.制定(ding)印發《化工(gong)園區(qu)(qu)建設標準和(he)認定(ding)管(guan)(guan)理(li)辦法》,開(kai)展化工(gong)園區(qu)(qu)安(an)全整治,推動(dong)各地區(qu)(qu)落實“一園一案(an)”整治提(ti)升方案(an),實施重(zhong)點(dian)化工(gong)產業聚(ju)集區(qu)(qu)重(zhong)大安(an)全風(feng)險防控項目,確保(bao)2022年底前全部(bu)達(da)到(dao)一般或較(jiao)低安(an)全風(feng)險等級。(工(gong)業和(he)信息化部(bu)、應急管(guan)(guan)理(li)部(bu)分工(gong)負責)


10.防控海(hai)洋石油安全(quan)風險,對(dui)有人值守(shou)海(hai)上(shang)油氣(qi)平臺(設施(shi))進行全(quan)覆蓋(gai)排查整治,對(dui)老齡化海(hai)上(shang)固定式生產(chan)設施(shi)主結(jie)構開展安全(quan)評(ping)估和分(fen)類整治,完善(shan)安全(quan)監管(guan)體(ti)制機制,落(luo)實(shi)中央企業總部責任。(應急(ji)管(guan)理(li)部牽頭(tou),國務院國資委配合)


11.防(fang)控油氣長輸管(guan)道安(an)(an)全風險,開展管(guan)道占壓、交叉(cha)穿跨(kua)越等隱患(huan)整治“回頭看”,完善人(ren)員密集型高后(hou)果區、地(di)質(zhi)災害易(yi)發(fa)區安(an)(an)全防(fang)控措施,提高管(guan)道本質(zhi)安(an)(an)全水平。(應急管(guan)理部、國務院國資委、市場監管(guan)總局、國家能源局分工負責(ze))


12.各地(di)區(qu)加(jia)快推進危(wei)險化學品車(che)(che)輛專用停車(che)(che)場(chang)(chang)建設,加(jia)強(qiang)危(wei)險化學品運輸聯合執法(fa)檢查,深化常壓液體危(wei)險貨物罐車(che)(che)治理(li),深入排查化解事故多發(fa)路段(duan)(duan)時(shi)段(duan)(duan)、敏感脆(cui)弱(ruo)地(di)區(qu)、港(gang)口企(qi)業儲罐等重(zhong)大風險。(交通運輸部、公安部、工(gong)業和信息化部、應急(ji)管(guan)理(li)部、市(shi)場(chang)(chang)監(jian)管(guan)總局分工(gong)負責(ze))


13.建立(li)廢棄危險化學品等危險廢物處置的安(an)全生產與生態(tai)環(huan)境等部門監管協作和聯合(he)執法工(gong)作機制,開(kai)展危險廢物專項整治“回(hui)頭看”。(生態(tai)環(huan)境部、應(ying)急管理部分(fen)工(gong)負責)


(三)健(jian)全重大風險(xian)防范化解機制。

14.健全完善重大危(wei)險(xian)源(yuan)“消地協(xie)作(zuo)”督導檢查工作(zuo)機制(zhi),全面落實重大危(wei)險(xian)源(yuan)安全包保責任制(zhi),推動線上線下監管集成,構建重大危(wei)險(xian)源(yuan)常態化安全管控制(zhi)度(du)。(應急管理部負責)


15.在總結試(shi)點建設(she)經驗(yan)基(ji)礎上(shang),推進基(ji)于信息(xi)化的危險(xian)化學品企(qi)業(ye)安全風險(xian)分級管控和隱患(huan)排(pai)查治理雙重預(yu)防機制建設(she)。(應急管理部負責)


16.健(jian)全(quan)完善專家指(zhi)導(dao)服(fu)務(wu)工作機制,對危(wei)險化學品重點縣、高(gao)危(wei)工藝企業(ye)、化工園(yuan)區等開展(zhan)精(jing)準(zhun)指(zhi)導(dao)幫扶。(應(ying)急管(guan)理部負責)


17.建立企業安全生產分(fen)管(guan)負責(ze)人、管(guan)理人員、班組長集中輪訓(xun)制度,實施工傷預(yu)防(fang)能力(li)提升培訓(xun)工程。(應(ying)急管(guan)理部(bu)、人力(li)資源社會保(bao)障(zhang)部(bu)分(fen)工負責(ze))


(四)提升(sheng)危(wei)險(xian)化學品專業人員能力(li)素質。

18.加強(qiang)危險化(hua)學品安(an)全(quan)監管(guan)人(ren)員(yuan)隊伍建設(she),解(jie)決危險化(hua)學品安(an)全(quan)人(ren)才嚴重短缺(que)問題。(中央組織部(bu)、教育(yu)部(bu)、應(ying)急管(guan)理部(bu)分工(gong)負(fu)責)


19.支持相關高校在(zai)一級(ji)學科“安(an)全科學與(yu)工(gong)程”或“化學工(gong)程與(yu)技術”之下自主設置“化工(gong)安(an)全”二級(ji)學科,推(tui)動化工(gong)安(an)全學科建設和專(zhuan)業人才培養(yang)。(教(jiao)育(yu)部、應急管理部分工(gong)負責)


(五)提升危險化(hua)(hua)學(xue)品(pin)安全風險數字化(hua)(hua)智能化(hua)(hua)管控水(shui)平。

20.依(yi)托危(wei)險(xian)化學品(pin)安全生產風險(xian)監(jian)(jian)測(ce)預警系統,對系統功(gong)能和(he)(he)(he)基礎(chu)設施進行(xing)升(sheng)級,區(qu)分(fen)特別管(guan)控(紅色(se))、重點關(guan)注(黃色(se))和(he)(he)(he)一般監(jian)(jian)管(guan)(綠色(se)),建(jian)立重大危(wei)險(xian)源企(qi)業安全風險(xian)分(fen)級管(guan)控和(he)(he)(he)動態監(jian)(jian)測(ce)預警常態化機(ji)制(zhi),實現部、省、市、縣、園區(qu)與(yu)企(qi)業上下(xia)貫通、聯網管(guan)控。推動地方(fang)跨(kua)部門(men)危(wei)險(xian)化學品(pin)監(jian)(jian)管(guan)信(xin)息(xi)共(gong)享。(應急管(guan)理部、工業和(he)(he)(he)信(xin)息(xi)化部分(fen)工負責)


21.深入開展“工(gong)業(ye)互聯網+危化(hua)安全生產”試(shi)(shi)點,推動80個試(shi)(shi)點企(qi)業(ye)和(he)園區(qu)建(jian)設方案(an)實施(shi),推廣雙重預防(fang)機制(zhi)、特(te)殊作業(ye)、人員定位、智能(neng)巡檢等應用場景(jing)建(jian)設,打(da)造若干行業(ye)級、企(qi)業(ye)級、園區(qu)級平臺,建(jian)設一批(pi)應用示范工(gong)程。(應急管理部(bu)、工(gong)業(ye)和(he)信(xin)息化(hua)部(bu)分工(gong)負責(ze))


22.推(tui)進化(hua)(hua)學品(pin)(pin)(pin)登記(ji)(ji)系統升(sheng)級(ji)改(gai)造,增加系統企業(ye)端、移(yi)動端和“一(yi)書(shu)一(yi)簽(qian)”(化(hua)(hua)學品(pin)(pin)(pin)安(an)全(quan)技術(shu)說(shuo)明書(shu)和安(an)全(quan)標簽(qian))標準(zhun)(zhun)化(hua)(hua)生(sheng)成功能(neng),拓展化(hua)(hua)工醫藥企業(ye)登記(ji)(ji)范圍(wei),對每個企業(ye)每種危(wei)險(xian)化(hua)(hua)學品(pin)(pin)(pin)實施(shi)“一(yi)企一(yi)品(pin)(pin)(pin)一(yi)碼”管理,為危(wei)險(xian)化(hua)(hua)學品(pin)(pin)(pin)危(wei)害信息高效傳(chuan)遞和實施(shi)全(quan)生(sheng)命(ming)周(zhou)期(qi)精準(zhun)(zhun)監管提(ti)供基礎支(zhi)撐。(應急管理部負責)


四、工作要求(qiu)

(一)加(jia)強組織領導。各(ge)地區(qu)(qu)、各(ge)有(you)關(guan)(guan)部(bu)門和(he)(he)單(dan)位主(zhu)要(yao)(yao)負(fu)責(ze)同志和(he)(he)相關(guan)(guan)負(fu)責(ze)人要(yao)(yao)認真學習貫徹習近平總(zong)書記關(guan)(guan)于安(an)全生(sheng)產重(zhong)(zhong)要(yao)(yao)指示精神,切實提高(gao)防范化解危險化學品重(zhong)(zhong)大(da)安(an)全風險的政治站(zhan)位和(he)(he)思想認識。各(ge)地區(qu)(qu)要(yao)(yao)對照本(ben)方案,2022年1月(yue)底(di)前(qian)完(wan)成(cheng)具(ju)(ju)體(ti)方案制(zhi)定和(he)(he)動員(yuan)部(bu)署(shu),2022年11月(yue)底(di)前(qian)完(wan)成(cheng)治理任務、2023年1月(yue)底(di)前(qian)完(wan)成(cheng)總(zong)結驗(yan)收。各(ge)有(you)關(guan)(guan)部(bu)門要(yao)(yao)結合重(zhong)(zhong)點保障制(zhi)度措(cuo)施落(luo)實,制(zhi)定具(ju)(ju)體(ti)專項工作方案。各(ge)地區(qu)(qu)、各(ge)有(you)關(guan)(guan)部(bu)門和(he)(he)單(dan)位要(yao)(yao)定期聽取(qu)進展情(qing)況匯報(bao),及時研究(jiu)解決治理過程(cheng)中發現的突出(chu)問題(ti)和(he)(he)重(zhong)(zhong)大(da)隱患(huan)。


(二)加強(qiang)宣傳引導。各(ge)地區、各(ge)有關(guan)部(bu)門和(he)單(dan)位要(yao)圍(wei)繞強(qiang)化(hua)(hua)統籌協調和(he)監(jian)管責任落實(shi)、提(ti)升(sheng)本質安全水(shui)(shui)平、健全重大風(feng)險(xian)防范(fan)化(hua)(hua)解機(ji)制、提(ti)升(sheng)專業(ye)人員能(neng)力素質、提(ti)升(sheng)數字化(hua)(hua)智能(neng)化(hua)(hua)管控水(shui)(shui)平,創新(xin)工作方法,完善重點保障制度(du)措施。要(yao)及時(shi)總結經(jing)驗(yan)做法,加強(qiang)宣傳推廣,發揮(hui)典(dian)型(xing)帶動作用,對一(yi)些創新(xin)性制度(du)措施,加快完善上升(sheng)為相關(guan)法規(gui)標準。同時(shi),要(yao)對治(zhi)理走形式、責任措施不落實(shi)、違法違規(gui)生產經(jing)營(ying)等突出問題公(gong)開曝光,加強(qiang)警示教育。


(三(san))加強工作督導。各地區要(yao)(yao)把(ba)本方案確(que)定(ding)的重(zhong)點治(zhi)理內容(rong)納入(ru)年(nian)度(du)監(jian)督檢(jian)查(cha)計劃,加大日常檢(jian)查(cha)力度(du)。要(yao)(yao)嚴(yan)格執(zhi)法(fa)檢(jian)查(cha),督促企(qi)業全面(mian)落實主體責任,對重(zhong)大風險隱(yin)患長期(qi)得不到有效(xiao)治(zhi)理的要(yao)(yao)依法(fa)依規(gui)嚴(yan)肅查(cha)處;要(yao)(yao)堅(jian)持寓執(zhi)法(fa)于服務(wu)之中,全面(mian)提高治(zhi)理成效(xiao)。國務(wu)院安(an)委會(hui)辦公(gong)室將適時組織專項(xiang)督查(cha),通報(bao)有關情況(kuang),并納入(ru)對省級政(zheng)府和國務(wu)院安(an)委會(hui)成員單位(wei)安(an)全生產年(nian)度(du)考核重(zhong)點內容(rong)。
