人社部印發《技能人才隊伍建設實施方案(2018—2020年)》
為(wei)加強技能(neng)人(ren)(ren)才隊伍建設(she),全面(mian)(mian)提升(sheng)勞動者就業(ye)創(chuang)業(ye)能(neng)力(li),適(shi)應經濟高質(zhi)量發(fa)展,培(pei)育經濟發(fa)展新動能(neng),推(tui)進制造強國建設(she),近日(ri)人(ren)(ren)力(li)資源社(she)會(hui)保障部印發(fa)了(le)《技能(neng)人(ren)(ren)才隊伍建設(she)實施(shi)(shi)方案(2018—2020年)》(人(ren)(ren)社(she)部發(fa)〔2018〕65號(hao))。實施(shi)(shi)方案是新時(shi)期全面(mian)(mian)貫徹落實就業(ye)優先戰(zhan)(zhan)略、人(ren)(ren)才強國戰(zhan)(zhan)略、創(chuang)新驅動發(fa)展戰(zhan)(zhan)略、科教興國戰(zhan)(zhan)略和打好精(jing)準(zhun)脫貧攻(gong)堅(jian)戰(zhan)(zhan)的重要舉(ju)措。

1、定方向:明確技(ji)能(neng)人才隊(dui)伍建設工作的目標任務
實施方案提出,貫徹黨的(de)十九大(da)精神和(he)黨中(zhong)央、國務院(yuan)一系列(lie)決策部(bu)署,以做(zuo)大(da)做(zuo)強高(gao)技(ji)能(neng)人才隊伍為統領,堅持問題導向(xiang)、能(neng)力導向(xiang)、市(shi)場導向(xiang),立(li)足特(te)點、聚焦重(zhong)點、打造亮(liang)點,聚合各(ge)方力量,聚集政(zheng)策措施,全(quan)面加(jia)強技(ji)能(neng)人才培養(yang)、評價、選拔(ba)、使用、激勵等工作,借(jie)機借(jie)勢借(jie)力推動(dong)技(ji)能(neng)人才工作取得新(xin)的(de)突破、再上新(xin)臺階(jie)。
實(shi)施(shi)方(fang)(fang)案(an)要(yao)求,一(yi)是提(ti)(ti)高(gao)政治站(zhan)位。堅決(jue)落實(shi)黨中央、國務院關于技(ji)(ji)能(neng)人才(cai)隊(dui)伍(wu)建(jian)設的(de)(de)決(jue)策(ce)部署(shu),強化做(zuo)好(hao)(hao)做(zuo)實(shi)職業培訓、技(ji)(ji)工(gong)教育、技(ji)(ji)能(neng)評價、技(ji)(ji)能(neng)競賽(sai)和(he)表彰激勵等各項(xiang)工(gong)作的(de)(de)使命感和(he)責(ze)任擔當;二是堅持問題導向。從源頭上(shang)(shang)和(he)機制(zhi)(zhi)(zhi)上(shang)(shang)找準制(zhi)(zhi)(zhi)約(yue)阻礙技(ji)(ji)能(neng)人才(cai)工(gong)作的(de)(de)問題癥結與短(duan)板,在解決(jue)體制(zhi)(zhi)(zhi)、機制(zhi)(zhi)(zhi)等障礙問題上(shang)(shang)發(fa)力,進一(yi)步做(zuo)好(hao)(hao)制(zhi)(zhi)(zhi)度和(he)體系(xi)“四(si)梁八柱(zhu)”的(de)(de)頂層設計,提(ti)(ti)出科(ke)學解決(jue)實(shi)際問題的(de)(de)應對之(zhi)策(ce)和(he)政策(ce)措施(shi)。三(san)是整合有效資源。立(li)足人社部門特點聚(ju)集(ji)政策(ce),整合、細化和(he)升(sheng)級人社部門促進技(ji)(ji)能(neng)人才(cai)隊(dui)伍(wu)建(jian)設的(de)(de)政策(ce)措施(shi)。聚(ju)合各方(fang)(fang)力量,充分調動(dong)相關部門、行業企業和(he)地(di)方(fang)(fang)的(de)(de)積極(ji)性,釋放政策(ce)紅利,形成(cheng)橫向合作、縱向聯動(dong)共同(tong)推動(dong)技(ji)(ji)能(neng)人才(cai)隊(dui)伍(wu)建(jian)設的(de)(de)工(gong)作格(ge)局(ju)。
實施(shi)方(fang)案要求,一是加(jia)強技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)激勵(li)保障。提高(gao)(gao)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)術工(gong)(gong)人(ren)(ren)待(dai)遇,完善加(jia)強技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)隊伍建(jian)設的政(zheng)(zheng)策措施(shi),加(jia)強高(gao)(gao)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)表彰工(gong)(gong)作,持(chi)續(xu)開(kai)(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)高(gao)(gao)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)領軍人(ren)(ren)才(cai)(cai)休療養、研修等活(huo)動(dong)。二(er)是大(da)(da)規(gui)模(mo)開(kai)(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)培(pei)(pei)(pei)訓(xun)(xun)(xun)。推(tui)行(xing)(xing)終身職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)培(pei)(pei)(pei)訓(xun)(xun)(xun)制度,全(quan)面推(tui)行(xing)(xing)企業(ye)(ye)(ye)(ye)(ye)新(xin)(xin)(xin)型(xing)學(xue)(xue)徒制,持(chi)續(xu)開(kai)(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)高(gao)(gao)校(xiao)畢業(ye)(ye)(ye)(ye)(ye)生、新(xin)(xin)(xin)生代(dai)農(nong)民(min)工(gong)(gong)、失(shi)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)員和(he)轉崗職(zhi)(zhi)工(gong)(gong)等重(zhong)(zhong)(zhong)(zhong)點培(pei)(pei)(pei)訓(xun)(xun)(xun)行(xing)(xing)動(dong)計(ji)劃(hua),創(chuang)(chuang)新(xin)(xin)(xin)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)培(pei)(pei)(pei)訓(xun)(xun)(xun)模(mo)式,實施(shi)重(zhong)(zhong)(zhong)(zhong)點培(pei)(pei)(pei)訓(xun)(xun)(xun)項目。三(san)(san)是大(da)(da)力(li)發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)工(gong)(gong)教(jiao)(jiao)育(yu)。完善技(ji)(ji)(ji)(ji)(ji)(ji)(ji)工(gong)(gong)教(jiao)(jiao)育(yu)發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)政(zheng)(zheng)策措施(shi),加(jia)強一流技(ji)(ji)(ji)(ji)(ji)(ji)(ji)工(gong)(gong)院校(xiao)建(jian)設,深(shen)(shen)化(hua)(hua)校(xiao)企合作,全(quan)面開(kai)(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)一體化(hua)(hua)課(ke)程教(jiao)(jiao)學(xue)(xue)改(gai)革,加(jia)強專業(ye)(ye)(ye)(ye)(ye)建(jian)設和(he)教(jiao)(jiao)材建(jian)設,加(jia)強師資隊伍建(jian)設。四是深(shen)(shen)化(hua)(hua)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)評(ping)(ping)價(jia)(jia)制度改(gai)革。改(gai)革完善技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)評(ping)(ping)價(jia)(jia)制度,建(jian)立(li)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)等級(ji)(ji)制度,加(jia)強職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)標準和(he)新(xin)(xin)(xin)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)開(kai)(kai)發(fa),貫(guan)通高(gao)(gao)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)與工(gong)(gong)程技(ji)(ji)(ji)(ji)(ji)(ji)(ji)術人(ren)(ren)才(cai)(cai)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan),推(tui)動(dong)政(zheng)(zheng)府職(zhi)(zhi)能(neng)(neng)(neng)(neng)轉變,突出用(yong)人(ren)(ren)單位在評(ping)(ping)價(jia)(jia)中(zhong)的主體作用(yong),發(fa)揮(hui)第三(san)(san)方(fang)評(ping)(ping)價(jia)(jia)機構的重(zhong)(zhong)(zhong)(zhong)要作用(yong)。五是推(tui)動(dong)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)競(jing)(jing)賽(sai)(sai)(sai)發(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)。完善職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)競(jing)(jing)賽(sai)(sai)(sai)制度,做好(hao)世界技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)大(da)(da)賽(sai)(sai)(sai)參賽(sai)(sai)(sai)及籌辦(ban)工(gong)(gong)作,創(chuang)(chuang)新(xin)(xin)(xin)開(kai)(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)競(jing)(jing)賽(sai)(sai)(sai)。舉辦(ban)“一帶一路”國(guo)際技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)大(da)(da)賽(sai)(sai)(sai)。籌備(bei)舉辦(ban)第一屆(jie)全(quan)國(guo)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)大(da)(da)賽(sai)(sai)(sai),打造“技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)全(quan)運(yun)會(hui)”。圍繞重(zhong)(zhong)(zhong)(zhong)大(da)(da)戰略、重(zhong)(zhong)(zhong)(zhong)大(da)(da)工(gong)(gong)程、重(zhong)(zhong)(zhong)(zhong)大(da)(da)項目、重(zhong)(zhong)(zhong)(zhong)點產業(ye)(ye)(ye)(ye)(ye),每年組織中(zhong)國(guo)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)大(da)(da)賽(sai)(sai)(sai)國(guo)家(jia)(jia)級(ji)(ji)一類大(da)(da)賽(sai)(sai)(sai)10項左右,國(guo)家(jia)(jia)級(ji)(ji)二(er)類競(jing)(jing)賽(sai)(sai)(sai)50項左右,指(zhi)導各(ge)地(di)、各(ge)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)積極開(kai)(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)各(ge)級(ji)(ji)各(ge)類競(jing)(jing)賽(sai)(sai)(sai)活(huo)動(dong)。六(liu)是加(jia)大(da)(da)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)扶(fu)貧工(gong)(gong)作力(li)度。深(shen)(shen)入實施(shi)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)脫貧千校(xiao)行(xing)(xing)動(dong),努力(li)實現有(you)就讀技(ji)(ji)(ji)(ji)(ji)(ji)(ji)工(gong)(gong)院校(xiao)意愿的貧困(kun)家(jia)(jia)庭子女都(dou)能(neng)(neng)(neng)(neng)免費接受(shou)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)工(gong)(gong)教(jiao)(jiao)育(yu),到2020年,招收(shou)貧困(kun)家(jia)(jia)庭學(xue)(xue)生12萬人(ren)(ren)以(yi)上。開(kai)(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)貧困(kun)地(di)區技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)扶(fu)貧行(xing)(xing)動(dong),努力(li)實現有(you)培(pei)(pei)(pei)訓(xun)(xun)(xun)意愿的貧困(kun)勞動(dong)力(li)都(dou)有(you)機會(hui)接受(shou)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)(neng)培(pei)(pei)(pei)訓(xun)(xun)(xun),到2020年,完成(cheng)貧困(kun)勞動(dong)力(li)培(pei)(pei)(pei)訓(xun)(xun)(xun)300萬人(ren)(ren)次。
